A brilliant idea started by two Chilean students fed up of people ignoring their cities stray dogs..
They tied balloons with phrases like 'do not mistreat me' & 'scratch my neck' written on them, onto stray dogs. this is a video of peoples reactions. I'd like to hope that a lot of these dogs found new loving owners after this initiative. and I hear that it has spread to cities around the world.
